Quick question; is there a limit on the number of subs that can be registered? Couldn't find anything related to that in the ruleset.

I think once a month would be good. More frequent than that might make it get repetitive for participants, and then whoever's organising it will have that much more to do. obv's suggestions seem like a good place to start. Try them out next time and modify as necessary. Thanks for the fun event!

It was a much needed nerf, considering you effectively needed close to 600 damage to take down an overhealed heavy. Such a prospect is bad enough in pubs, but it becomes close to ridiculous in competitive formats where that extra health is like having(HP-wise) an additional overhealed soldier on the team.
