Try to update to a new version of P-REC and see if it solves your problem. I've had this problem too before and reinstalling fixed it.

Going to attest to the tremendous improvements in speed, game starts up (from Play Game to main menu) in less than 5 seconds, map changes in less than 10. I'm not even on an SSD. -

The latest update synced the game servers with the Steampipe one, so now people who've converted should be able to play on any of the servers -

Are you playing on DX8 and using an Nvidia graphics card, because I heard there's a bug with updating the drivers that will cause textures to flicker on DX8. -

I suggest an motd panel that pops up when a player joins. A very clear warning to read the rules, and then the rules, is displayed. On agreeing, the window is closed and the window is never again shown to the player unless they type !rules This window can use the Steam ID to check if the player has already agreed to reading the rules -
